My listing offers free shipping within the US. To ship internationally, the total shipping/handling cost is $27.50. Will Bonanza charge me 3.5% fees on $17.50 of the shipping cost?

Are you in the Global Shipping program? As a seller, you can treat international shipments as domestic ones. As a result, you are only charged for the cost it would take to ship your package from your location to the US-based global shipping facility in Kentucky.

We had a look at your shipping settings. You don’t have any shipping set up yet for international sales. As customseatcreations mentioned, the Global Shipping Program works great! If you set up flat rate shipping you will be charged seller’s fees on any amount over $10. We’d be happy to help you set it up any way you like if you contact us at support@bonanza.com.

Free shippping is appealing to customers of course, but the reason that seller sites encourage free shipping is so that they can charge the seller more. If you sell an item for $20, you are charged a % on that amount. If you raise the price so that you can offer free shipping, the you are charged the % on both the amount for which you sold the item and the shipping costs. So, basically free shipping just puts more money in the pockets of your seller host.
