This button likely belonged to a Milwaukee Police Department uniform, and based on the style, material, and construction (including the backmark from ?EFFECTIVE PUB. CO. CHICAGO?), it probably dates from the late 1800s to early 1900s.
These types of buttons were standard on police uniforms of the period and are now collectible items, especially among law enforcement memorabilia collectors.
