Attribution to the best of my ability and note that I am on the East Coast. This garment is sized as "M" (three times) or ladies' size 8 and it is either a long or a 3/4 sleeved top and it is made by Old Navy. The production was first rate also even if the topic is straightforward, note the ghost images including wings and a crown in the background, they were printed in a separate light color. Doesn't seem to have been cut in any special way so I would consider it a unisex garment, however sized. Dirt King is a custom bike shop based in San Diego and I expect their bikes are seen in events all through the state and western USA so I am thinking this was event tent merchandise. As something cool to have that the next person probably will never have this could rank up there.
