Appears to me to be a tailor-made garment, the extra touches and the pure quality stand out. I cannot tell you who made it as there was a label inside apparently removed, likely had the name of the former owner on it, shame about that. I can't find anything wrong with it. I think it is 100% wool. Not a custom tailored garment I don't think, more likely made in a popular size when the tailor did not have other work waiting.
