This Hipot tester came from a GE facility that updated some equipment. This was sold and returned to us with the buyers return reasons as "It did not pass the #34;self test #3 " I don't know what this means and I don't know how to test it myself and so I am offering it AS-IS for part or repair. The " Line Power ", the " Ready, and the " Testing " lights come on but I have not been able to test it beyond that. This has some scratches and scuffs that come with normal use. Everything that is included is shown in the pictures.
