They are new but are reproductions of the old seats used on tractors and farm implements back in the day. They are bare metal which you can then either rust and seal OR paint yourself depending upon your needs. There will be slight rust and/or scratches as this just happens when they're stored on top of each other. Yours will perfectly mirror the six in the below pictures.
