Cover features a Heroes of 2001 semi-postal stamp honoring the American heroes who responded to the terrorist attacks of September 11, 2001. The stamp offered the public a way to assist families of injured or killed emergency relief personnel. It was valid for postage at the first-class rate of thirty-four cents plus an eleven-cent surcharge. The net proceeds from the surcharge were transferred to the Federal Emergency Management Agency in accordance with the provisions of the 9/11 Heroes Stamp Act of 2001.
