It was the second stamp issued in honor of the Boy Scouts of America, and was released for the 50th anniversary of the organization in America. The stamp design pictures 14-year-old Thornton Percival in a Scout uniform, giving the three-fingered Scout Salute. Rockwell used Percival and other local boys from Stockbridge, Massachusetts, in a series of illustrations commissioned by the Boy Scouts of America. Percival became nationally recognized as the “face of the Boy Scouts.” However, he never became a Scout.
