During the ceremony, the crew is formally assigned to the ship, the national flag is hoisted, and the ship is declared "in commission." The Electric Boat Company, founded in 1899 by Isaac Rice, is a pioneering American shipbuilding firm best known for its role in developing submarines for the United States Navy.
